An official memorandum, number 20/2023, was issued by the Prime Minister of the caretaker government, Najib Mikati. It declared a national mourning day and the suspension of work in public administrations, public institutions, and municipalities on the anniversary of the tragic Beirut port explosion.

The memorandum stated: “In accordance with Decree No. 15215 dated 27/9/2005 and its amendments, especially Decree No. 8007 dated 23/7/2021, public administrations, public institutions, and municipalities will be closed on Friday, 4th of August 2023, on the occasion of the anniversary of the tragic Beirut port explosion. Flags will be flown at half-mast on public administrations, public institutions, and municipalities. Regular programs on radio and television stations will be modified in line with the somber anniversary, as a sign of solidarity with the families of the honorable martyrs, the wounded, and their families.”
