Basil Fuleihan Institute: Lebanese Parliament voted the new Public Procurement Law

On its 25th anniversary, the Institut des Finances Basil Fuleihan planted the seeds for the upcoming 25 years.

Happy to announce that the Lebanese Parliament voted on June 30, 2021, the new Public Procurement Law. This law was prepared by the Institute’s team in collaboration with 13 Lebanese and international experts in an inclusive consultative approach based on evidence and comparative analysis, and the recommendations of MAPS assessment of the public procurement system.

The law which is based on UNCITRAL model law and OECD principles underwent an in-depth discussion at the Parliamentary Subcommittee. 50 consultation meetings and more than 120 hours of discussions were organized over a whole year. More than 45 consultation sessions with policy makers, civil society, representatives of the public and private sectors and of the donor’s community took place to ensure ownership and buy-in.

With the voting of the Public Procurement Law, Lebanon has ticked the first box in the list of needed structural reforms.
