The Presidency of the Council of Ministers: we will not fail to alleviate the crisis

The media office in the Presidency of the Council of Ministers issued the following statement: “A sane person cannot be convinced and accept this political impotence, the interruption of the meaningful dialogue between those concerned, and the disruption of all exits that lead to finding a settlement to form an effective government and that has the powers to deal with the severe financial, economic, social and living crisis, so that the series of series The rolling collapses in the country, which were caused by wrong financial policies accumulated over decades, are deepened today by the sharp political division that prevented and prevented the formation of the government for more than ten months, and caused the collapse of the national currency.

The crisis that the country has reached, requires everyone to pause their conscience to redress the comprehensive collapse that increases the suffering of the Lebanese and cuts off the road to any rescue plan, after personal accounts “covered facts” and froze the government’s recovery plan more than a year ago, and the initiation of its implementation saved on Lebanon and the Lebanese a lot of losses.

But the irony is that some of this political impotence is trying to hide behind smoke bombs and throwing the weights of its impotence on the caretaker government, through the headings of “flotation” and “activation,” and pushing it to violate the constitution.

In view of these facts, we reiterate and affirm the following.

1- The priority remains, always and forever, to form a new government to end the political division that is pushing the country towards a devastating collision at all levels.

2- The formation of the government is a national responsibility, and under the current circumstances it acquires the status of a sacred mission for which all concerned are supposed to enlist, because the delay in the birth of the future government constitutes a stab at the homeland and citizens and causes this planned breakdown in the exchange rate of the US dollar, which is the basis of all problems after That its price has doubled since the resignation of the government, as well as in the loss of medicine and fuel, and in the exacerbation of electricity and hospital crises.

3- The outward and inward pursuit of the statements “floating” and “activating” the resigned government is not based on any constitutional given, and therefore it is an attempt to jump above constitutional facts represented by the resignation of the government and the obtaining of binding parliamentary consultations that produced a designated president.

4- The constitution is clear in expressly equating the powers of the government before it gained confidence and the government after its resignation or considering it resigned. What the government has the right to do, after its formation and before gaining confidence, is exactly what the resigned government has the right to do. And Article 64, in its second clause, stipulates the following: “…the government does not exercise its powers before gaining confidence, nor after its resignation or considering it resigned, except in the narrow sense of conducting business.”

Any interpretation of this text is contrary to what is customary and in force since the constitution was drafted, which was previously confirmed by the House of Representatives.

5- The calls to “float” and “activate” the resigned government constitute an acknowledgment of the failure, and an attempt to circumvent the main goal of forming a new government, which means acknowledging the vacuum that must never be surrendered to.

6- The exceptional, difficult, and historical circumstances that Lebanon is going through, call for a national mobilization and concessions from all parties, to form a government that has the authority to resume the negotiations that the government had started with the International Monetary Fund, based on the recovery plan developed by the resigned government.

7- Considering the increasing financial and social pressures on citizens due to the delay in forming the government, some political forces are trying to evade their responsibilities and blame their failure and inability to formulate an understanding of the future government. Some of these forces are even trying to place the consequences of their practices and inability on the caretaker government, while the responsibility lies directly with these forces themselves.

8- The resigned government bore a great and historical responsibility, the burden of the wrong policies that brought the country to a state of collapse, and developed a transparent and objective plan to address this collapse, which received confirmation of its correctness from the International Monetary Fund and from many international bodies, and if it were not for the wasting time that happened from politicians, economists and financial , known and hidden, tried to resist that plan to disrupt it and plunge the country into a state of financial and economic chaos, the train of recovery would have started a whole year ago.

9- The resigned government carried out its duties in full over the course of six months of its work as an existing government, and after its resignation, it continued to carry out its full duties in the conduct of business, with the highest degree of national responsibility, and with the utmost effort, and its president and ministers follow up, daily and around the clock, all files And they work to address chronic and urgent problems, and they did not fail in dealing with all files and tasks. Had it not been for this continuous effort, the problems would have been much greater than what is happening today. Consequently, this government, which faced the greatest challenges – number and difficulty – that Lebanon has faced in its history, has made its utmost efforts, from national standpoints and scientific standards, since its formation and over a period of six months, and after its resignation over a period of ten and more than ten months.

10- Working silently is the characteristic of this government, and it did not try to invest the efforts, individual and collective, of its president and ministers, in political or electoral calculations, because the concern is national, not personal, and because the priority is for people, not politics.

11- The resigned government has completed the financing card project, as well as the World Bank loan program to help needy families, and has developed many formulas to rationalize support, awaiting approval of the financing card in the House of Representatives to determine the appropriate formula. It also addresses the various life, living and social affairs of citizens, and works to mitigate the repercussions of the Banque du Liban’s decision to stop financing the import of gasoline, diesel, medicine, and fuel for electricity, which we did not agree to without the financing card.

The presidency of the government confirms that it will not fail to do its utmost in alleviating the impact of the crisis, in conducting state business, and conducting business to the highest degree, in the hope that the political forces will assume their responsibilities in expediting the formation of a new government, so that crossing the dark tunnel does not take long.
