Some voters use the right to vote with a white paper in the electoral entitlement to express an objectionable position, which is their right and this is stipulated by the constitution, but what some do not realize is that the new electoral law, i.e. proportional representation, which is also approved in the upcoming elections, is considered a valid vote.
Article 103 of this law, which bears No. 44/2017, considers that “papers that did not include any ballot for the list or for preferential votes are white papers, counted among the number of votes of counted voters,” in contrast to previous electoral laws where they were counted as null or void.
Some organizations utilize white papers to persuade people to vote, however this document that boosts the score is more beneficial in a majoritarian system than in a proportional system.
