An official with the European Union said on Wednesday that EU leaders are split on whether to place Ukraine firmly on the route to membership, a day before heads of member states are set to address Kyiv’s desire to join rapidly.
According to the official, who spoke on the condition of anonymity because he is involved in the preparations for the EU summit in Versailles, all leaders are in favor of improving ties with Ukraine.
“However, the question is whether they’d be able to get an agreement on enlargement, which can be difficult,” the official said.
