On Friday, the International Court of Justice ordered Azerbaijan to allow a “safe” return for residents of the disputed Nagorno-Karabakh region with Armenia, which Baku seized in a surprise operation in September.

The court ruled that Azerbaijan must permit anyone wishing to return to Nagorno-Karabakh to do so “safely, promptly, and without hindrance.”
