According to NATO Secretary-General Jens Stoltenberg, Russia will probably keep attacking Ukraine’s power system, gas infrastructure, and essential services for the populace.

At a news conference in Bucharest before a two-day meeting of NATO’s foreign ministers, he told reporters: “Doing that as we enter winter proves that President (Vladimir) Putin is now trying to use… the winter as a weapon of war against Ukraine.”
