Olha Konoplenko’s eastern Ukrainian city is under Russian occupation, but that hasn’t stopped her from acting as a judge remotely.
Residents who fled Bakhmut, which was conquered last May after months of harsh fighting, continue to rely on her and other exiled colleagues for important decisions.
