North Korea launched a ballistic missile into the sea off its east coast on Thursday, according to South Korean and Japanese militaries, as the isolated country strives to enhance its weapons programs.

The launch marks the North’s 16th documented weapons test this year, and comes just hours after the North declared a “gravest national emergency” and ordered a countrywide lockdown.
