On Monday, Russian President Vladimir Putin signed a measure formalizing Russia’s withdrawal from the Open Skies Treaty, which authorizes unarmed monitoring aircraft over member countries.

As Moscow and Washington prepare for a summit between their presidents later this month, Russia has called the United States’ decision not to rejoin the Open Skies pact a “political mistake.”
