Circular permitting payment by debit card

A new circular issued by the Banque du Liban, in addition to a series of circulars that never aimed at fairness to the depositor and the banking customer, but rather came within the framework of an attempt to regulate the market and control the chaos in banking and monetary transactions in general.

The new circular issued by the Banque du Liban encourages the use of locally issued fresh dollar payment cards, and thus all fresh dollar cards will be accepted by all merchants in Lebanon, without any adjustment in commissions when using these cards with merchants.

This version of the new circular aims to provide traders with fresh dollars away from the exchange platform, thus enabling them to collect bills from dollar holders directly.

As for dollar holders who are fresh account holders, what does the circular offer them?

What about the lira card holders? And holders of dollar or dollar bank accounts? Will cash withdrawals via cards from ATMs continue in accordance with Circular 151 without any amendment?
