Communications to secure required quorum… Does Berri’s election require a third round?

Why does Berri delay in calling for a session to elect the president and vice president and the rest of the bureau’s members?

Does his delay have anything to do with the quorum and the number of votes that must be secured for the president and his deputy?

According to Article 44 of the Constitution coupled with Article 34 of it, the quorum required to hold the session to elect the Speaker, his deputy, and members of the Bureau is the ordinary majority, i.e. 65 deputies. As for electing the president, in the first round, an absolute majority of the number of voters is required, which means if 80 deputies are present, then the absolute majority will be 41 deputies, and the absolute majority of the number of attendees is also adopted in the second round, and if the absolute majority is not secured from the first and second sessions, a third session will take place and the relative majority is adopted, bearing in mind that securing a quorum of 65 deputies remains a prerequisite in the three sessions, otherwise the session will be suspended.

These are the same conditions for electing a vice president, as well as two secretaries distributed between Druze and Maronite. It is certain that the quorum of the 65 deputies that the session needs to hold has been secured so far, and there is no declared intention, at least by any party, to disrupt the session by not securing a quorum, especially since the urgent upcoming entitlements, starting with parliamentary consultations to nominate a prime minister and to form a government, can only take place through consultation and coordination with the Speaker of Parliament, and therefore the urgent need for a new head of parliament.

So, the absolute majority’s quorum may be secured, but the question is by which majority will the Speaker of Parliament be elected? Is it possible for Berri’s election to require a third round, and will the longest-serving council president in the Arab world accept a majority of over sixty votes?
