Banque du Liban issued the following statement:

Prime Minister Najib Mikati chaired a meeting that included Finance Minister Youssef Khalil and Banque du Liban Governor Riad Salameh.

After the meeting , Salameh announced in accordance to Circular 161, concerning the procedures for exceptional cash withdrawals, issued by the Central Council at the Banque du Liban, the following:
In addition to the basic effects of Circular 161, banks are entitled in excess of the monthly quota that are entitled to withdraw in Lebanese pounds, it can have it in US dollar in accordance with Sayrafa, as to buy it from Banque du Liban in exchange to the Lebanese pounds that it or its clients have , in accordance to Sayrafa, without a specific ceiling.
